Cancellation and Refund Policy

This policy governs the procedures for registration cancellation and fee refunds for paid training courses offered via the Saudi Contractors Authority’s Learning Management Platform and constitutes an integral part of the Platform’s General Terms and Conditions.
Definitions
•    User: Any person who uses the Learning Management Platform or registers for any of its programs, courses, or services.
•    Business Day: Any official working day in the Kingdom of Saudi Arabia, excluding Fridays, Saturdays, and official public holidays.
•    Commencement of Self-Paced Course Content: When the Platform records a progress rate exceeding 0%, plays any video or audio material, or opens/downloads any training material or file associated with the course—whichever occurs first.
First: Self-Paced Courses
The User is entitled to request registration cancellation and a fee refund within 24 hours of completing the payment, provided they have not commenced the course content as defined in this policy.
The User is not entitled to request a refund in the following cases:
•    The lapse of 24 hours from the time of payment completion.
•    Commencement of the course content according to the criterion specified above.
•    Downloading any training materials or files associated with the course, if applicable.
•    Completion of the course or issuance of the certificate.
•    Failure to complete the course within the specified availability period.
When a refund is due, the amount includes the actual fees paid for the course, including any Value Added Tax (VAT) paid if it was part of the collected amount; tax processing and the issuance of related documents shall be conducted in accordance with applicable procedures and regulations. The user has the right to cancel their registration and request a fee refund, provided the request is submitted at least three working days before the course start date.
•    If the cancellation request is submitted within the specified timeframe, the user is entitled to a full refund of the fees paid.
•    The user is not entitled to a refund if the cancellation request is submitted less than three working days before the course start date, unless the Authority accepts the request as an exception under the provisions for emergency circumstances and force majeure.
•    The user is not entitled to a refund after the course has commenced or in the event of non-attendance, subject to the exceptional cases outlined in this policy.
•    The user is not entitled to a partial refund if they attend only part of the course without completing it.
•    Depending on seat availability and the nature of the program, the Authority may allow the registration to be transferred to another cohort or date instead of issuing a cash refund; however, this does not constitute an acquired right for the user.
Third: Course Cancellation or Postponement
The Saudi Contractors Authority reserves the right to cancel, postpone, or reschedule the course as necessary.
•    If the Authority cancels the course, the user is entitled to a full refund of the fees paid.
•    If the course is postponed or rescheduled, the user will be notified of the new date; they may choose to maintain their registration or request a refund if the new date is unsuitable.
•    The user must respond to the postponement notification within three working days of the notification date. Failure to respond within this period will result in the registration automatically remaining valid for the new date, unless the Authority decides otherwise.
•    Refunds are limited to the course fees paid and do not cover any other costs incurred by the user. Fourth: Technical Issues
If a user is unable to access or benefit from the course due to a technical malfunction originating from the learning management platform, the Authority will work to address the report or provide an alternative solution within two working days of receipt, whenever possible. If it proves impossible to provide the service entirely, the refund request will be processed based on the specific circumstances.
This does not cover issues resulting from the user's device, their internet connection, or any factors outside the platform's control.
Fifth: Emergency Circumstances and Force Majeure
If the Authority or the user is unable to fulfill obligations related to the course due to emergency circumstances or force majeure beyond reasonable control—such as natural disasters, widespread service or internet outages, disruption of relevant government services, or major security incidents—the situation will be addressed in a manner commensurate with its impact. This may include rescheduling, transferring to a different date, or issuing a full or partial refund, depending on the case and in accordance with approved regulations and procedures.
Users may request consideration for personal emergencies, such as a documented urgent medical issue; approval is subject to the Authority’s assessment and the supporting documentation provided.
Sixth: Refund Procedures and Timeline
•    Cancellation and refund requests must be submitted via the Academy’s official email (Aca@sca.sa) or through the approved electronic form on the platform, where available.
•    The request must include the user's name, contact details, course name, order or registration number (if applicable), proof of payment, the reason for the cancellation or refund request, and any supporting documents if required.
•    The eligibility of the request will be verified based on the course type and the refund conditions outlined in this policy. •    Upon approval of the request, the refund process will commence within a period not exceeding 14 business days from the date the refund request is authorized, subject to any applicable statutory timeframes or requirements.
•    Refunds will be issued via the original payment method whenever possible, or in accordance with the Authority’s approved financial procedures.
•    The refunded amount may take additional time to appear in the user's account, depending on the procedures of the bank or payment service provider.
•    If the refund request is rejected, or if the user wishes to contest the decision, they may submit a complaint via email to Aca@sca.sa, including the request details and the grounds for the objection.

Seventh: General Provisions
•    Completing the registration and payment process constitutes acceptance of this policy.
•    Certain courses may be subject to specific cancellation and refund terms, which will be clearly communicated to the user prior to the completion of registration and payment.
•    Refund provisions do not apply to courses offered free of charge. However, if a booking fee, security deposit, or nominal charge is applied to a course advertised as free, the terms governing the refund of such fees will be explained to the user before registration is finalized.
•    This policy is subject to the laws and regulations in force in the Kingdom of Saudi Arabia.
•    This policy constitutes an integral part of the general terms and conditions of the learning management platform.
•    The Authority reserves the right to update this policy as necessary; updates shall take effect as announced via the platform. In the event of a material change affecting existing users, they may be notified via email or other contact methods registered with the Authority, depending on the nature of the change.
